The Maharashtra government on Tuesday issued revised guidelines in lockdown 4.0. As per the new guidelines, e-commerce activity for essential as well as non-essential items and materials has been given a go-ahead in red zones.
All industrial units/construction sites are permitted to operate in the red zones.
Working on these two criteria, the revised lockdown guidelines issued by the state on Tuesday has categorised all the municipal corporations in Mumbai Metropolitan Region, including BMC, and the municipal corporations of Pune, Solapur, Aurangabad, Malegaon, Nashik, Dhule, Jalgoan, Akola and Amravati as red zones. The rest of the state is a non-red zone, which includes orange and green zones.
Meanwhile, the movement of individuals between 7 pm to 7 am is prohibited. Section 144 of the Criminal Procedure Code (CrPC), which bars assembly of four or more people, continues to be in place across the state.
The order will come into effect from 22 May, 2020.
Chief Secretary Ajoy Mehta, in his order, said, “After contemplating delineation parameters recommended by Government of India and the existing health infrastructure and other relevant considerations”, the state has been categorised in two zones.
Officials said that based on parameters laid down by the Union Health Ministry, factors such as active COVID-19 cases, doubling and fatality rates and cases per lakh population were taken into consideration while categorising areas into red and non-red zones.

All domestic/international air travel EXCEPT domestic medical services/domestic air ambulance
Metro rail services
Schools/colleges/educational, coaching, training institute
Hotels/restaurants/other hospitality services
Cinema halls/shopping malls/gymnasiums/swimming pools/entertainment parks/theatres
All social/political/sports/religious/academic functions, other gatherings and large congregations

The fresh guidelines give relaxations in red zones. However, private offices will continue to stay shut.
What is permitted in Maharashtra red zones:
All essential shops which are allowed and permitted to remain open before this order will continue to stay open
All non-essential shops will be permitted to continue as per relaxations and guidelines issued before this order and are in operation as per the policy of the respective municipal corporation
Liquor shops will continue to operate if permitted, home delivery or otherwise
Shops/malls/establishment/industries, which are not allowed to open in the red zone, will now be permitted to open from 9 am to 5 pm. This is to be noted that they will open only for the purpose of maintenance. No commercial/production activities will be allowed

Maharashtra Chief Minister Uddhav Thackeray had on Monday said that despite the rising number of COVID-19 cases, the state will manage to overcome coronavirus with the cooperation of the people.
